Is there any way we can tone it down a bit?
20 or 30 seconds would be a sufficient limit. It would prevent people pressing the add reply button 400 times in a row and flooding a board (which I think the whole reason for it's being). If I remember, CC.com had a 30 second limit. That was more than enough, and it allowed almost anyone to post without getting cut off by the flood control.
Is a full minute really necessary, or can we ease it down a bit?

I've had occurrences where I've had replies to different threads within a minute. It's kinda a hassle sometimes.

The only beef (why beef?) I have with it is that it doesn't even let you post two attempts within 60 seconds. If you exceed an image limit (which, btw, are infinitely more annoying) or accidentally leave a field blank, you have to fix it and wait another minute. The software can't distinguish between an actual and an attempted post. It's not particularly problematic, but if it's an easy fix, by all means.
As for the 60 second limit, it's never really bothered me personally. After posting, it should take at least 20-30 seconds to back out of a thread, choose another one, call up the reply window and type the reply. I don't think requiring 30 or so seconds of actual thought to go into a reply is too much to ask.
OR, we could increase the flood control limit to five minutes and call it "Thought maximisation"!!! Then www.nightly.net could claim that the most amount of thought goes into their replies out of any message board on the net!!! We'd actually be different!!! And we could encourage that difference, by putting up big obnoxious logos that said "Post Different", and - *blam*
I know I always got miffed when I was posting a though out reply at Prequels and then after I posted there, went into one of the Cantina's many thoughtless threads and wanted to share my thoughtlessness with them, but I couldn't. I had to wait a full 60 seconds, which is a lot of time to a 15 year old.
Ha!, just checked to see if you knew how old I am today....

Any level of flood control is likely to get complaints so it has to be a balance between effectively discouraging flooding and being a genuine nuisance to the members. I think 60 seconds is acceptable. And we do still get flooding. CT got hit just last week, and I'm very glad that I only had to delete 25 threads instead of 50 or more.
It would be nice if there was a feature that would address the problem Pep mentioned, but I;m not aware of any way around that.

You have a lot of room to talk, you aren't even affected by the flood control. Anymore, I got so sick of seeing the flood control page, i just type slower. But, it IS needed, you would figure it out if we took the FC off for a day.

60 seconds is just too long. it's an arbitrary number set by UBB because it's even
45 would be good. I would only get the Flood Control page like 4 times a day.
