i ask this because i just got done deleting a **** load out of my pm box, worrying that if someone pm'd me i wouldn't get it because my box was full. and i know our boxes can get full because i've tried sending to boxes that are full.
anyways, what's the answer?

That's cuz you're an internet menace!! And one that's not even of the Phantom variety - oh, boy-you've got a lot to learn.
Question: On all of my sent PMs, it either says 'Read by Rec.' or 'Unread by Rec.' but onse says 'Sent' - what does that mean exactly?? Note: It's my oldest sent one that's still visible, too.

The UBB didn't always have a sent box for you to see if the person had read or not read your PM yet. The PM that says "sent" in your box was from before that feature had been introduced.
