Well, for one thing, they seem like a popularity contest-ish thing, also, people have feelings, and some people might not care what people on the internet think about them, others do, and is someone has a rating, of 3% that probably won't boost their self esteem much.

Where you're allowed to, on a scale from 1-5 I believe, rate your fellow posters and the average rating is shown as stars under your member # (or somewhere in that area). It really serves no other purpose than to illustrate who's popular and who's not, hence why the admins have it disabled.
