If you are trying to get a picture from, say, your computer, you first have to get that picture hosted somewhere; that is, you have to upload the picture to an internet site. There are many free hosts; I'd probably recommend

Find the picture you want and upload it to a server. I use PhotoBucket for my avatar and photos.
Once that's done, copy the address and go into your profile. Choose 'Edit Profile' and paste in the picture address where it says Your Picture. Do the same thing under the Avatar section if you want a custom Avatar.
Hit 'Update Profile' at the bottom and you are done.
